'70's fender headstock finish - lightbulb moment

I feel like a fool for asking, and think I know the answer anyway, but did Fender use nitro for the headstocks only for decal reasons? Or some kind of fixing agent? My maple neck 70's fenders have always had a much more weathered look than the neck wood and fingerboard. My '77 Oly white tele even has what looks like overspray on the side of the headstock bottom - as in someone a holding a neck, shooting the label at an angle. Am I far off here?

Hey TS - not "problems" per se, but all of the maple neck 70's guitars I've had have had it. I'll post a photo ASAP
