??? about tone controls for Fender Wide Range pickups

All the schematics I've looked at have the 1meg tone pots wired in such a way that the outer leg (normally not used) is connected to the wiper. Is there any sonic advantage to doing this? I was fooling around with my multi-meter and all I could tell is that instead of reading full resistance the outer leg reads whatever the wiper does because they're connected. I don't have a clue why Fender did this though.
