bias adjustments

How can you get a great tone without a good understanding of what makes your amp tick? — EL34, EL84, 6L6, KT66, KT88, 12AX7, 12AT7, 12AU7, EF86, Output Transformers, Power Transformers, Capacitors, Resistors and everything else that it takes to make a tube amp sing!

I'm trying some new power tubes in my fender concert II (EH 6L6's, the black plate versions). In biasing the amp I'm thinking the pot is more of a balance adjustment than a "bias" adjustment. In either case turning the pot really doesn't produce any change in sound volume. I'm getting ready to "go inside" and see what this is all about but before I do I thought I would ask the experts on what is the best method for adjusting an amp of this sorts (the tubes I purchased were a matched pair). Any clues would be helpfull!!! :p
